In accordance with the Law of Ukraine "On the State Budget of Ukraine for 2019", it was decided to amend the Law of Ukraine of March 19, 2015 No. 269-VIII. The special procedure for the purchase of medicines and medical devices through international organizations has been extended for another year until March 31, 2020.
Legislation is structured in such a way that the procurement process through international organizations is also regulated by individual articles of the Tax Code, as well as by a number of resolutions of the Cabinet of Ministers, orders of the Ministry of Health of Ukraine. In addition, international procurement is "untied" from the National List of Essential Medicines only until March 31, 2019.
In terms of the necessary changes to the Tax Code and bylaws, the process of extending international procurement is quite time-consuming and challenging.
All of the above questions will be the subject of analysis by Legal Alliance team at the seminar, which will be held on December 18, 2018 in IQ business center.
The seminar will also give a brief analysis of the draft new version of the Law of Ukraine "On public procurement", and the head of SMD Irina Gorlova will speak with a special report on hospital procurement. A separate report will be devoted to the prospects of the National List for 2019.
