ON DISCUSSION:
The concept of development of the pharmaceutical sector in the health care industry in Ukraine 2011-2020 approved in 2010, declares public procurement according to the State Drug Formulary as one of its major focuses on implementation of the rational use of drugs.
In 2013 the fifth edition of the State formulary was released, which is a list of drugs with an indication of their trade names, names of their manufacturers, pharmaceutical form, dosage, etc. However, it turned out that the State Formulary includes much fewer drugs than the list of domestic and foreign production medicines, which may be procured by health institutions and facilities that are wholly or partially funded by the state and local budgets.
Thus, on the Ukrainian pharmaceutical market the current situation can be described as follows. The Concept provides the limitation of the right of business entities, engaged in the wholesale trade of medicinal products not listed on the State Formulary, on selling such drugs within the public procurement procedure. Accordingly, the right of health care facilities for the purchase of such drugs is also limited.
During the event, participants will discuss the situation with the implementation of public procurement of medicines, which are not included in the State Formulary, as well as work out a common position on the ways and methods of pharmaceutical community response in order to modify established situation, as well as appeals to state authorities in order to eliminate discriminatory provisions according to which public procurements according to the State Formulary are recognized as one of the major focuses in implementation of the Concept of development of the pharmaceutical sector of Health for 2011-2020.
