On May 18th, a regular plenary session of the Verkhovna Rada of Ukraine was held, during which the issue of putting a number of bills on the agenda was discussed. Eventually, none of them received the required number of votes.
Dmytro Aleshko, partner of Legal Alliance Company and the head of Pharmaceutical Regulatory Practice, commented on the situation as follows:
"Ukraine is the only post-Soviet country that has not reformed health care system. This has led to the fact that since 1991 the population of Ukraine has decreased by 9 million. Even if the proposed bills are imperfect in the opinion of some experts, they still need to be submitted for consideration in the session hall and refined for the second reading. Otherwise, there is no chance to move the situation from a dead center. "
Let us remind you that the Ministry of Health of Ukraine expected that the Members of Parliament will put on the agenda consideration of these bills and will vote for their adoption by the end of the session. However, people's deputies insist on setting up a working group to work on draft laws on health care reform.
