On October 31st, 2018 the Cabinet of Ministers of Ukraine amended Resolution No. 152 as of March 17th, 2017 which governs the procedure for reimbursement of medicines which take part in Available Medicines program.
Thus, on November 2nd, 2018 the right to issue prescriptions for medicines subject to full or partial reimbursement, was also granted to doctors sole practitioners, besides healthcare facilities.
Additionally, the procedure for determining the amount of reimbursement of medicines under Available Medicines program was updated, in particular, the process of forming the Register of Medicines Subject to Reimbursement. Thus, all producers which offered prices for their medicines that do not exceed by more than 10% the minimum price of a daily dose of medicine with the corresponding active substance reimbursed as per the Register fully (without surcharge) were granted a possibility to submit documents to the Ministry of Health again with the changed ex-factory price of medicine. The mentioned novelty is aimed at increasing the range of medicines subject to reimbursement under the program in full (without surcharge). Let us remind you that this rule is not new, however, interest margin was increased from 5% to 10%.
Furthermore, the Ministry of Health reported that on November 14th, 2018 the Cabinet of Ministers of Ukraine adopted Decree “On Re-distribution and Allocation of Some Expenditures from the State Budget Provided for the Ministry of Health for 2018”. This decree, in particular, allocated UAH 78.6 million from undistributed subvention expenses to Available Medicines program. The mentioned re-distribution was initiated by the Ministry of Health of Ukraine in order to avoid in 2018 potential risks related to underfinancing of Available Medicines program and possible stops of releasing drugs to patients and arrears to pharmacies.
