Pursuant to the request of the Secretariat of Cabinet of Ministers of Ukraine of July 16, 2012 № 16950/70/1-12 and letter of the State Customs Service of Ukraine of July 06, 2012 № 11.1/1.2-16.1/7679, the Ministry of Healthcare of Ukraine has drawn up Draft resolution of the Cabinet of Ministers "On Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated on November 17, 2004 № 1568".
Necessity of its adoption may be explained by entrance into force of the Law of Ukraine “On tax tariff of Ukraine”, according to which new Ukrainian classification of goods of foreign economic activities (UKRGFEA) which has been effective since January 1, 2014, has been introduced.
Thus, draft states bringing UKRGFEA codes specified in the list of pharmaceutical products and compounds used for its production, which are not produced in Ukraine and are exempt from import duty when importing them into the customs territory of Ukraine, in accordance with the requirements of the current Ukrainian UKRGFEA.
Please be informed that 50 names of the pharmaceutical products and compounds used for its production, which are not produced in Ukraine and are exempt from import duty when importing them into the customs territory of Ukraine, were excluded from the list.
As has been stated by the Ministry of Healthcare of Ukraine, such a reduction in the list occurred in accordance with the letters of the Ministry of Revenue and Duties of Ukraine: excluded goods under the Law of Ukraine "On Customs Tariff of Ukraine" are calculated with a zero rate of import duty, namely goods which are classified according to the codes: 2823 00 00 00, 2930 90 16 00, 2933, 39 99 00, 2933 49 90 00, 2933 59 95 00, 2934 10 00 00, 2934 99 90 00, 2937 50 00 00, 2939 69 00 00, 3002 10 95 00 , 3002 20 00 00, 2921 11 00 00, 2922 19 85 00, 2922 49 85 00, 2930 90 99 90, 2932 20 90 00, 2932 99 00 00, 2933 99 80 00, 3003 90 00 10, 3003 90 00 90. In addition, such goods as "citric acid" and "glycerin" were also excluded from the List as they are produced in Ukraine.
