On December 28th, 2017, the President of Ukraine signed the Law of Ukraine "On State Financial Guarantees for the Provision of Medical Services and Medicines" and the Law of Ukraine "On Increasing the Availability and Quality of Medical Services in Rural Areas". These laws are the beginning of the medical reform, and their adoption is long-awaited both in the professional community and for patients. Currently, the laws are not yet officially published in official sources.
The laws were officially promulgated on January 3rd, 2010. Moreover, the Law of Ukraine "On State Financial Guarantees for the Provision of Medical Services and Medicines" will come into force on January 30th, 2010. However, the Law of Ukraine "On Increasing the Availability and Quality of Medical Services in Rural Areas" has been in effect since December 31st, 2017.
We also draw your attention to the fact that on December 27th, 2017, the Government adopted a number of statutory bylaws aimed at the implementation of the medical reform. In particular, we are talking about the following decisions:
● "On Amending Certain Resolutions of the Cabinet of Ministers of Ukraine" regarding the expansion of the Available Medicines program;
● "On Amendments to Resolution of the Cabinet of Ministers of Ukraine No. 557 as of August 23rd, 2016" regarding the introduction of changes to the list of medicines and medical products procured through international organizations at the expense of the State Budget-2016;
● "On Approval of the Procedure for the Use of Funds Provided for in the State Budget for Training and Improving the Qualifications of Individuals on the Provision of Pre-Medical Care";
● "On the Supervisory Board of the Health Care Institution and amendment of the Standard contract form with the head of the state, municipal health care institution";
● "On Approval of the Procedure for Holding a Contest for the Position of the Head of a State and Municipal Health Care Institution";
● "On Approval of the Method for Calculating the Cost of Medical Services".
At a meeting with the medical community of Lviv on December 6th, 2017, the President announced that in 2018 it is planned to allocate additional UAH 1 billion on rural medicine. 4 billion allocated in 2017 will also be transferred for its needs in 2018.
Previously, these issues were actively discussed during the Conference "Healthcare And Pharmaceuticals - 2018. Anticipations And Expectations", held on December 13-14 in Kyiv.
