On May 20 Legal Alliance Partner Dmytro Aleshko and Senior Associate Olexander Bondar participated in All-Ukrainian Specialized Practical Conference “Transformation of Hospital Procurements. Moving Towards “ProZorro”.
The representatives of state authorities (in particular Maksym Nefyodov, Deputy Minister of Economic Development and Trade, and Olexander Starodubtsev, Head of the Department of the Ministry of Economic Development and Trade), real business representatives – pharmaceutical companies, distributors and pharmacy chains, international organizations and professional associations brought together in order to complexly and comprehensively discuss the given issues. Various points of view from positive feedbacks to constructive criticism were expressed. They gave the participants the opportunity to make the most objective opinion on the changes in the field of public procurements.
Dmytro Aleshko, being a leading expert in the area of state (public) procurements, participated in the profile discussion panel, which opened the conference. In his turn, Olexander Bondar made a report “Peculiarities of Procurement Appeals at the AMCU under the Law of Ukraine “On Public Procurements”. During another session he presented a report on “Law Labyrinth of Legal Support and Appeal of Procurements Outcomes. Is the AMCU still a Prosecutor or already a Lawyer?”. In his report Olexander Bondar informed on the procedures, terms and other requirements to the procurements appeals at the Antimonopoly Committee of Ukraine, and provided the examples from his legal practice in this area.
Speaking about the importance of the conference, Dmytro Aleshko underlined: “A distinctive feature of this conference is that the representatives of state authorities and of the manufacturers, distributors, professional associations supported the transition to electronic procurements. It is evident that we are only at the beginning of the major work. And for the utmost functioning of the system Ukraine needs to adopt a new National List of Essential Medicines and corresponding Clinical Protocols”.
The event focused on the transformation of Ukraine's intellectual property sector on its path toward European integration.
