On March 29th, 2018 Natalia Spivak, associate at Legal Alliance Company, at the session of the Regional Policy Committee of the National Council for Counteracting Tuberculosis and HIV/AIDS presented preliminary results of the research “Assessment of Legal Environment on Issues of Tuberculosis in Ukraine” conducted in Ukraine by UNDP and Partnership “Stop Tuberculosis”.
The purpose of this research is to detect lacunae and defects in the existing regulatory acts and political principles on prevention, treatment and reduction of tuberculosis consequences and HIV associated tuberculosis, in particular in terms of correspondence to international human rights instruments; as well as presentation of recommendations regarding legal and political sphere which concern public health, review of laws and reforms to strengthen access to prevention, treatment and support of people with tuberculosis and HIV associated tuberculosis in Ukraine.
In the course of work on the project, key groups of population which are higher risk tuberculosis groups were detected, regulatory acts which can create barriers to access by citizens of Ukraine to their rights and interests were analysed, as well as basic recommendations were developed. In particular, the general are the following: to approve new country-wide target social program for counteracting tuberculosis, actualize unified clinical protocol of primary, secondary and tertiary medical aid to people with tuberculosis within the key groups of populations, modern diagnostic methods, amend a calendar of vaccination, etc.
Commenting on the problem, Ms Spivak noted, “Issues of counteracting tuberculosis in Ukraine are one of the priorities of state healthcare policy and social development, and the subject of international obligations. Despite the fact that in the recent years there has been a tendency to reduction of tuberculosis incidents, its level critically exceeds epidemic threshold”.
The event focused on the transformation of Ukraine's intellectual property sector on its path toward European integration.
