New prospects of pharmaceutical sector development: recent trends

On December 11, 2014 Verkhovna Rada of Ukraine adopted Government’s Action Program on 2015-2016.

Among predicted actions of Government the most important for pharmaceutical market is the section concerning healthcare system reform.

Among the most significant changes in perspective is deregulation by means of reducing number of permission documentation; procedure of state registration of medicinal products simplification licensed in EU, USA, Canada, Japan. In addition the government aims to adopt a law ‘On medical insurance’.

In the field of public procurement is planned to make long term contracts on medicines procurement directly with manufactures, and also, as it was reported, to hold tenders (auctions) with the help of international United Nations System of Organizations and other international funds.

On December 10, 2014 was registered draft law ‘On making amendments to Tax Code of Ukraine and other legislatives acts of Ukraine (on reducing prices on medicinal products)’ #1376 with proposition to reduce VAT rate from 7% to 3 % and to set a single markup for all categories of medicinal products and medical devices.

Set 3% to distribution, logistical and retail markups on wholesale prices and 5% to purchasing prices.
