Reformation of health institutions has been conducting in pilot regions, inter alia in Kyiv, for four years under the Law of Ukraine “On reformation of the healthcare system in regions of Vinnytsia, Dnipropetrovsk, Donetsk and the city of Kyiv”.
The main goal of the project is to develop new organizational and legal as well as financial and economic mechanisms aimed at improving the efficiency and accessibility of health services for the population, which is a prerequisite for health system reform in Ukraine.
In order to fulfill the project the following approaches are implementing:
- establishing on the basis of the existing network of healthcare institutions of health care system structured by provided type of medical care the by separating (or association) of healthcare institutions that comply with the needs of the population in the primary, secondary, tertiary and emergency care;
- reorganization of Kyiv clinics to Centers of primary medical and sanitary care (CPMSC) and Consultative and Diagnostic centers (CDC) with the status of non-profit municipal company;
- the main goal of such institutions - the implementation of medical care without the right to make a profit (non-profit organization status).
As for today legal basis capable to resolve the issues of reforming has been already established and since 2013 a new structure of health institutions in Kiev, working on new financial and economic mechanisms that have been used in primary and partly in an emergency medicine has been implemented.
Within the analysis of the effectiveness of healthcare reform in Kyiv under the Executive Body of Kyiv Rada of April 23th, 2014 № 462 working group was formed and its composition approved.
It should be stated that partner with Legal Alliance Company Dmytro Aleshko was included to this working group.
According to the instruction stated above, on the results of its work the working group should provide the Chairman of the Executive Body of Kyiv Rada Bondarenko V. their suggestions for improving the healthcare system in Kyiv.
