On September 30, 2017, the Resolution No. 718 "Some Issues of Procurement of Medicines" entered into force. This Resolution prolonged the transition period for the procurement of medicines in the regions based on the National List of Essential Medicines. A similar provision has been made regarding supplying patients with drugs based on free and preferential prescriptions from the pharmacy.
Thus, before January 1st, 2018, healthcare institutions and facilities that are fully or partially funded from state and local budgets can procure any medicines registered in Ukraine included in the State Register of Medicines of Ukraine.
From January 1st, 2018, public procurement of medicines will be carried out based on the National List. The exception is procurement through international specialized organizations and the state program of insulin reimbursement.
Provided that 100% of medicines included in the National Inventory is supplied, customers will be allowed to procure any other medicines registered in Ukraine that are not included in such a list. This will ensure the gradual transition of public procurement to the National List model and prevent a shortage of patients' access to medicines.
By January 1st, 2018, some categories of patients can receive free or partially free drugs registered in Ukraine based on the list established by Resolution of the Cabinet of Ministers "On the Regulation of Free and Preferential Release of Medicinal Products based on Doctors' Prescriptions in case of Outpatient Treatment of Certain Population Groups and for Certain Categories of Diseases" No. 1303 as of August 17th, 1998. Now the Ministry of Health of Ukraine is working on a systemic solution for the issue of providing patients with the necessary medicines after the specified date.
