Representatives of the Pharma Market Adopted the Resolution of the Conference "Healthcare and Pharmaceuticals-2018. Forecasts and Expectations"

Leading professional associations that unite the participants of the pharmaceutical market of Ukraine, following the results of the December conference "Healthcare and Pharmaceuticals-2018. Forecasts and Expectations ", prepared a resolution that will be transmitted to the Ministry of Health of Ukraine, the Cabinet of Ministers of Ukraine and the Antimonopoly Committee of Ukraine in the near future. The full text of the resolution is attached.

Given the focus of state policy on the economic integration of Ukraine in the EU and the importance of the healthcare sector for Ukraine, the conference participants held an open discussion of the issues of medical reform, the mechanism of international procurement of medicines and medical products, providing the population with medicines for budgetary funds, and maintaining competition in the pharmaceutical market, have agreed as follows:

  1. To apply to the Cabinet of Ministers of Ukraine regarding the necessity of:

1.1.actualization of the issue of approval of the State Strategy for the Implementation of the State Policy for Providing the Population with Medicines for 2018-2025 developed with the involvement of representatives of the public;

1.2.accelerating the pace of development of public-private partnership in the healthcare sector, in particular, by developing and implementing effective mechanisms for such a partnership in order to increase the investment attractiveness of Ukraine and the quality of medical services for patients;

1.3.development and approval of clear criteria for expanding the government reimbursement program "Affordable Medicines" with new nosologies and new INNs, which will increase the level of social protection of the population.

  1. To contact the Ministry of Health of Ukraine regarding the necessity of:

2.1.increasing the level of openness of the process of supplementing the National List of Essential Medicines with new drugs by establishing effective communication between the Ministry of Health of Ukraine, the Expert Committee on the Selection and Use of Essential Medicines and representatives of the pharmaceutical market;

2.2.development of changes to the current legislation with a view to establishing a clear algorithm for the decision-making by the Ministry of Health of Ukraine on medicines proposed by the Expert Committee on the Selection and Use of Essential Medicines for inclusion thereof in the National List of Essential Medicines;

2.3.improving the functioning of the mechanism for international procurement of medicines and medical products to ensure greater efficiency thereof, namely:

2.3.1.consideration of the possibility of introducing long-term contracts and the provision of free goods, as a mechanism to reduce the cost of goods and ensure their uninterrupted supply;

2.3.2.establishing comprehensive interaction within the legal framework between the Ministry of Health of Ukraine and specialized international organizations in order to ensure a reduction in the delivery of goods term;

2.3.3.improvement of approaches to the formation of the nomenclature of medicines and medical products procured by specialized international organizations;

2.3.4.settlement of the issue of VAT exemption for previously imported goods purchased in the framework of international procurement;

2.3.5.to ensure development and implementation of the ways t guarantee transparent procurement from 2019;

2.4.activation of the processes to establish a centralized procurement organization within the framework of the implementation of the Concept of Reforming the Mechanisms of Public Procurement of Medicines and Medical Devices approved by Decree of the Cabinet of Ministers of Ukraine No. 582-p as of August 23rd, 2017, as well as ensuring the possibility of procurement of medicines and medical products by a centralized procurement organization through negotiations and other progressive instruments in procurement.

  1. To contact the Antimonopoly Committee of Ukraine on the need to develop and unify approaches and criteria for evaluating transactions in the pharmaceutical market (in particular, between drug manufacturers and distributors, and between drug manufacturers and pharmacies) for identifying and assessing risks to the economic competition.
  2. To recognize the need to introduce a mechanism for self-regulation of the pharmaceutical market aimed at ensuring fair competition in the retail trade in medicines, in particular by adopting sectoral rules of ethical competition.
  3. To post information on the conference "Health and Pharmaceuticals - 2018. Forecasts and Expectations" and the decisions made on it in the mass media.
