This week the International Organization "Management Science for Health" which is in charge of implementing the project named "Systems for Improved Access to Pharmaceuticals and Services" in Ukraine has sent the revised draft legislative acts on application of List of Essential Medicines to the Ministry of Health.
The documents referred to above were drafted in collaboration with the Law Firm "Legal Alliance" and Bogomolets National Medical University.
It should be recalled that in April 2015 package of relevant documents was made available for public discussion via official website of the Ministry of Health. Following the discussion, a number of revisions were made to aforementioned draft documents.
The developed concept envisages that the National List of Essential Medicines shall be based on the latest version of the WHO Model List of Essential Medicines.
The given list shall be adapted to meet the needs of patients in Ukraine with regard to possibilities of state funding.
This task has been entrusted to the Expert Committee which shall be formed in the next few months. The Expert Committee shall be established through a competitive selection process conducted under supervision of a special commission created by the Ministry of Health of Ukraine. In order to be allowed to participate in the work of the Expert Committee candidate members shall be required to submit a statement on absence of conflict of interests.
As early as 2016, the National List of Essential Medicines shall become the sole basis for state procurement of pharmaceutical products.
