July 30, 2014 MoH of Ukraine has submitted for the public review a draft order “On Approval of the Procedure for the Calculation of Wholesale Prices for Medicinal Products” finalized jointly by the MOH of Ukraine and Ministry of Economic Development and Trade of Ukraine.
Thus, the draft provides for that in the case of the presence (availability) of data for at least two reference countries, or their absence, the calculation of wholesale prices shall be performed on the basis of changes in the producer price index for pharmaceuticals according to data of the State Statistics Service of Ukraine since the previous declaration of wholesale prices for the medicinal product.
In the case of the presence (availability) of data for more than two reference countries, the calculation of wholesale prices shall be as previously performed on the basis of the arithmetic mean of prices in the reference countries, and wholesale prices for respective medicinal product set out in Ukraine.
It should also be noted that the finalized draft provides for a form of conclusion of the State Inspectorate for Prices Control concerning the calculation of wholesale prices for the medicinal product.
As we have previously reported, in order to implement the resolution of the Cabinet of Ministers of Ukraine of July 2, 2014 No. 240 "On the referential pricing of medicinal products and medical products purchased by the state and local budgets," the MoH of Ukraine has developed and submitted for public review a jointly draft order “On Approval of the Procedure for the Calculation of Wholesale Prices for Medicinal Products” of the MOH of Ukraine and Ministry of Economic Development and Trade of Ukraine.
In particular, the draft provides for a mechanism for declaring wholesale prices in the absence / unavailability of data on prices in Ukraine and the reference countries, as two alternative ways of calculating wholesale prices for the medicinal product are offered:
