Due to the massive shelling of major Ukrainian cities (including those deep in the rear of our state's position), the issue of conduct amid air-raid siren is definitely vital.
The legislation in force contains lots of official recommendations (clarifications) on this issue for individual categories of entities (population, shopping and entertainment centers, educational facilities, etc.). However, for some enterprises, the official recommendations (clarifications) have not yet been made public, in particular, but not limited to healthcare facilities (hereinafter referred to as HCFs), which are bound only by general recommendations, not fully tailored to their specific scope of activities.

General recommendations
Key rules to be followed by the HCFs are determined by the Action plan on warning signals "Attention," "Air-raid siren" approved by Meeting Minutes of the security department of the operation headquarters of the Defense Council of Kyiv region No.8 of August 17, 2022 on population and staff of institutions with permanent residence of elderly people (board-and-care facilities) and persons with visual and hearing impairments. These include, inter alia:
1. preparatory arrangements (route to shelter, guidelines for employee conduct, training, etc.);
2. general arrangements (close windows, turn off all electrical and heating appliances, turn off gas, turn off light, etc.);
3. special arrangements (emergency notification and evacuation of staff, visitors of HCFs, etc.).
Official sources
On October 17, the Ministry of Health of Ukraine (hereinafter referred to as MoH) recalled the general recommendations for conduct during the air-raid siren, which concern the entire population and do not define the specifics for HCFs.
According to the MoH website monitoring, no recommendations for HCF's conduct amid air-raid sirens over October 2022, have been found. The monitoring of websites of Kyiv City State Administration (hereinafter referred to as KCSA), Kyiv Regional Military Administration, the State Emergency Service and news sources yielded no proper results on this issue either.
The website of the KCSA Health Department includes news of October 11 entitled "Due to increased danger of missile attacks, we ask Kyiv residents to limit scheduled visits to health facilities – Valentyna Hinzburh." The text of the news contains the following:
"In case of an air-raid siren, medical professionals working in outpatient departments, as well as patients in the building, must go to the shelter. Any non-urgent medical procedures shall be terminated. So we kindly request people of Kyiv to postpone the scheduled visit to your family physician, therapist or pediatrician. Do not put yourself in a danger once again. As for emergency cases, each Kyiv resident will receive all necessary help on timely and in full", – Valentyna Hinsburh said."

No further information about this article, general recommendations of central executive authorities or decisions, action plans, or recommendations for the city of Kyiv and Kyiv region has been revealed.

The news sources of October 13 contained an article on the HCF's operation amid the air-raid siren in the city of Dnipro, as well as information of October 18 about specifics of the HCF's operation amid the air-raid siren in Khmelnytsky region.
Moreover, in this sector there was information on discussion of the action plan of HCF's conduct amid the air-raid siren at the meeting of Ivano-Frankivsk Regional State Administration (hereinafter referred to as RSA) with the participation of the head of the Health Department of Ivano-Frankivsk RSA. However, that action plan has not been made public. At the same time, the network contains information that in Ivano-Frankivsk region, its Defense Council decided to suspend the HCF's operation during the air-raid siren.
Nevertheless, these decisions and discussions shall apply solely to the territories of the relevant cities or regions.
Thus, the issue of acting during the air-raid siren of some economic agents, including but not limited to HCFs, continues to be unresolved.
