The resignation of Alekseeva O.A., the Deputy Chief of State Administration on Medicinal Products, has been accepted. Moreover, Alekseeva O.A. has been performing as the Head of the Commission on the reorganization of State Administration on Medicinal Products.
It is worth to mention that in accordance with the Procedures for the Establishment, Reorganization, or Liquidation of the Ministries and other Executive Authorities approved by the Cabinet of Ministers Resolution N 1074 as of 20.10.2011 (hereinafter – «Procedures») the chief or the deputy chief of the executive authority under liquidation should be assigned to the position of the head of liquidation commission. Therefore, the resignation of Mrs. Alekseeva from the Deputy Chief position of the Administration on Medicinal Products shall also result in her resignation from the reorganization commission.
It is also noteworthy that in accordance with the Procedures, if the chief and the deputy chief of executive body under liquidation are resigned, the right of signature and all relevant responsibilities regarding the implementation of state policy in the designated by the CMU area shall be undertaken by the head or deputy head of the newly established executive authority or of the executive body, which assumed duties and responsibilities of the liquidated body.
As known, Mykhaylo Pasichnyk, the Chief of State Administration on Medicinal Products, was resigned in March of 2015, in accordance with the CMU Resolution № 149-r as of 04.03.2015. Taking into consideration the resignation of Mrs. Alekseeva, the State Administration on Medicinal Products is currently undirected.
At the same time, the State Administration of Ukraine on Medicinal Products and Drugs’ Control, which was supposed to undertake the responsibilities of the State Administration on Medicinal Products based on the CMU Resolution № 442, is still inactive, and its Chief is not yet assigned.
Therefore, the responsibilities of the State Administration on Medicinal Products including licensing of manufacturing, retail and wholesale trade, and import of medicinal products are currently terminated.
