Order of the Ministry of Health of Ukraine No. 868 as of May 10th, 2018 approved new tenth edition of the State Form of Medicines (hereinafter - the State Form). The State Form included new drugs of proved effectiveness and safety based on scientific information in compliance with the principles of evidence-based medicine. Medicines not registered in Ukraine as of September 1st, 2018 were excluded from the Form.
The State Form is an industry standard in the healthcare sector, and the form system in Ukraine consists of the state, regional and local forms.
Thus, the State Form of Medicines is a guideline on rational use of medicines which contains a list of medicines registered in Ukraine, including quality, effective, safe and economically feasible medicines approved by evidence-based medicine. It is issued to provide healthcare professionals with objective professional information on medicines. It should improve general level of medical care.
An important issue remains correlation between the State Form and the National List of Essential Medicines. It should be noted that for a doctor the State Form first of all is a source of information about a drug when the National List includes medicines primarily procured by healthcare facilities fully or partially funded from the state and local budgets.
The recent changes, provided that need in drugs from the National List is satisfied in full, entitle customers to procure other medicines. There, the preference should be given to those included in industry standards in the healthcare sector, in particular, in the State Form.
