On 3 August 2015 the Draft Law of Ukraine "On Approval of the List of Medicines Which Are Not Subject to Additional Import Duty" was made available for public discussion via the official website of the Ministry of Health of Ukraine.
The Draft Law defines which categories of medicines shall be exempted from the additional import duty.
According to the Cabinet of Ministers, import duty exemption should be extended to the following categories of medicines:
As of today, relief from additional import duty is granted to vital goods including medicines and medical devices as per the list set out in paragraph 38, subsection 2, section XX "Transitional Provisions" of the Tax Code of Ukraine.
The aforementioned provisions of the Tax Code mainly concern the medicines procured based on agreements with qualified organizations under budget-funded programs.
Therefore, in case the Draft Law is adopted in its current version all medicines that passed state registration shall be exempted from additional import duty.
