The Concept of Development of the National Healthcare System Is Released to Public

18.06.2014 г. the Ministry of Healthcare of Ukraine released for public consultations draft order of the Cabinet of Ministers of Ukraine “On Approval of Concept of Development of a New National Healthcare System of Ukraine” (hereinafter referred to as “Draft”). It is based on the European policy Health 2020 policy.

The draft specifies ideas contained in the primary version of healthcare system concept. The following new offers are worth mentioning:

• Foundation of National Healthcare Research Institute in order to provide scientific support of national healthcare system and scientific research of priority and innovative clinical branches.
• Foundation of National Center for public health (diseases) control by merger of the State Epidemiologic Service of Ukraine, State HIV/AIDS and Other Socially Dangerous Diseases Service of Ukraine, the Centre of Medical Statistics of the Ministry of Healthcare of Ukraine and Central Sanitary and Epidemiological Station.
• Encouragement of state and private partnership (first of all in order to develop services of high-technology secondary and tertiary medical care).
• Transfer of regulatory and management functions to civil society divisions; development of public supervision over activity of health care institutions (social boards, boards of trustees and supervision boards).
• Introduction of specific excise duties for healthcare (amendments to the Tax Code of Ukraine).

It is planned to provide efficiency of the pharmaceutical policy in the following ways:

• to simplify authorization system, to balance control system;
• introduction of appropriate practices instructions— GMP, GCP, GLP, GDP, GPP:
• encouragement of investments to domestic production and creation of technological parks aimed to develop and manufacture innovative drug products;
• domestic manufacturer support including by means of development of additional financing mechanisms for domestic developments and more active assistance of international partners;
• extension of list of drug products which prices are regulated according to benchmark price mechanism; extension of reimbursement mechanism.

Unlike the primary concept version, amended revision of the document contains provision on the Draft implementation stages. Thus the first stage planned for 2014-2015 in particular provides adoption of the Laws of Ukraine “On Healthcare Institutions and Medical Services”, “On Doctors’ Autonomy”, “On Compulsory Social Medical Insurance”, amendments to the Tax Code of Ukraine concerning specific excise duties for healthcare and amendments to the Article 49 of the Ukrainian Constitution which provides healthcare civil rights.

We remind that current laws provide possibility for all the parties concerned to issue their offers to the document within 30 days from the Draft publication date.
