Resolution of the Cabinet of Ministers “On Amendments to and Recognition of Certain Decisions of the Cabinet of Ministers of Ukraine Expired” No. 180 as of March 16th, 2017 approved a new version of the National List of Essential Medicines formed on the basis of the WHO Model List of Essential Medicines, which became effective on March 25th, 2017.
The first version of the updated National List approved by Resolution of the Cabinet of Ministers No. 180, was formed without the participation of the subjects of the pharmaceutical market. In accordance with the current legislation, drafts of subsequent versions of the National List will be formed with the participation of subjects of the pharmaceutical market (based on the consideration of applications).
It should be noted that Resolution of the Cabinet of Ministers No. 180 established that the Ministry of Health of Ukraine must approve a regulation on the application of the National List in the process of providing the population with medicinal products in health care facilities wholly or partly financed from state and local budgets. Such a document will lay down recommendations for the procurement of certain INPNs and for their prescription and application in some cases.
The purpose of the updated National List is to ensure the priority needs of medical care for the population in health facilities for treatment purpose at the expense of state and local budgets. The legislation of Ukraine establishes that essential medicines must be available in healthcare facilities at any time, in the necessary quantity and in appropriate dosage forms to ensure an adequate level of the healthcare field operation.
In accordance with the Resolution of the Cabinet of Ministers of Ukraine, medicinal products registered in Ukraine and included in the National List are to be procured in 2018 budget year by healthcare facilities that are fully or partially funded from the state and local budgets.
If 100% of the volume of the needed medicinal products included in the National Inventory is procured, customers will be able to procure medicinal product registered in Ukraine that are not included in the National List. Preference will need to be given to medicinal products included in industry standards in the healthcare sector. At the same time, the volume of demand for the procurement of medicinal products will be determined by healthcare facilities.
The corresponding procedure for the formation of the needed volumes will be approved by the Ministry of Health of Ukraine. For today, the draft of such a document is being developed.
