On December 27th, 2016 the Ministry of Health of Ukraine posted on its website for public comment Draft Resolution of the Cabinet of Ministers of Ukraine "On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 333 as of March 25th, 2009", which offers to approve a new national list of essential medicines on the basis of the 19th WHO Model List of Essential Medicines (hereinafter - the Draft).
Also, the Draft contains a proposal to revoke Resolution of the Cabinet of Ministers of Ukraine "On the Procedure for Budget-Funded Medical Establishments and Institutions to Procure Medicinal Products" No. 1071 as of September 5th, 1996. Instead, it is proposed to lay down that only the medicinal products included in the National List of Essential Medicines will be procured at the expense of state and local budgets. However, this requirement will not apply to the procurement of medicinal products by specialized international organizations. In addition, the Draft provides for the transition period until January 1st, 2019 during which customers will also be able to procure medicinal products registered in Ukraine not included in the National List of Essential Medicines. It can be done, provided that 100% of the demanded medicinal products included in the corresponding list will be procured. The priority in such cases should be given to medicinal products included in the industry standards of health care area.
