In order to ensure the transparency and publicity of the pharmaceutical products state provision system, the improvement of the system for promptly informing the population about the hospital provision level, the order of the Ministry of Health of Ukraine dated April 26, 2017 No. 459 approved the procedure for placing information on the availability of medicines, consumables, medical products and dietary foods, purchased with the funds from state and local budgets, charities and humanitarian aid.
In accordance with the Procedure, the posting and updating of such information should be weekly-based. The information boards will be placed inside the health care institution at the exit in places of free access for patients and visitors (including people with special needs) and in each department where inpatients are on treatment.
The promo-materials for medicinal products, including the ones in the form of information boards, as well as any other information not related to the recommended content of the information board, should be located at the distance of minimum 3 meters from the information board.
The information board shall indicate the current information on trade names of medicines and medical products, active substances, dosage forms, the expiration date, the source of admission to the hospital (funds of state and local budgets, charities and humanitarian aid) the amount of such products available at the healthcare institution.
"In February 2017, the Ministry of Health of Ukraine sent letters to the Heads of Regional State Administrations on facilitating the free access of citizens to information on the availability of medicines and medical products at their subordinate medical and preventive institutions, observing the requirements of legislation on the rights and duties of patients, regular updating of information stands", - commented Natalia Spivak, associate of Legal Alliance Company.
In addition, let us note that according to the order of the Ministry of Health of Ukraine dated February 2, 2016 No. 509 "On the implementation of measures to control the use of medicines and medical products purchased with budgetary funds," the health departments of the regional state administrations and the Kyiv City State Administration are required to place the information on the necessity, hospital provision level, the available rest of medicines and medical products procured with budgetary funds, as well as list of health facilities of the region, which is the final recipient in terms of programs and centralized activities.
