At the moment, the process of consideration of applications of manufacturers to include their drugs in the National List of Essential Medicines is in full swing. However, this process can be considered completely regulated only when the state introduces the negotiation procedure with the producers.
This is especially true for manufacturers of original medicines. Otherwise, even if there are grounds for including such drugs in the list, the question of the course of treatment price will remain a serious obstacle.
For the introduction of the negotiation procedure, the model of one or several European countries should be chosen and adapted to the Ukrainian realities. The Law of Ukraine "On Public Procurement" should be amended respectively.
In addition, the procedure for holding such negotiations, which would include anti-corruption clauses, as well as the terms of confidentiality of negotiations, should be adopted by the Cabinet of Ministers of Ukraine.
