Mr. Dmytro Aleshko, Partner with Legal Alliance Company, has acted as adviser for UNDP in Ukraine in the matters of preparing regulatory documents on procurement conducted by the Ministry of Health of Ukraine within the framework of the project called "Strengthening National Capacity for Effective Youth Development and HIV/AIDS Response in Ukraine".
In his capacity as adviser Mr Aleshko has been invited to participate in the activity of the Working Group on international procurement, jointly created by the Ministry of Health of Ukraine, UNDP's Health and Procurement Specialists as well as delegates of UNICEF and WHO.
On 11 August 2015 the Working Group has commenced its work with an introductory meeting of the aforementioned organizations representatives. Hereby, the Working Group shall continue its activity until 14 August inclusive. In the course of the meeting parties have clarified certain nuances of submitting procurement applications forms, determining the needs, payment procedure, potential risks etc.
Accordingly, international experts are planning to launch a series of consultations involving the representatives of the Ministry of Health of Ukraine for the sake of preparing required package of documents on international procurement.
Therefore, the issues to be addressed by members of the Working Group in the coming days shall encompass drawing a list of patients registered for obtaining much-needed medicines, developing draft procurement plan with delivery dates for specific items, creating draft assessment plan on arrangement, logistics, storage and distribution, defining and elaborating co-operation scheme, and also drafting the expenditure matrix of the project.
